Dead Run

Just because you're dead, doesn't mean you can't win:
Payne, a member of the Congressional Black Caucus, was the only name on the Democratic primary ticket. The deadline to file for the primary ballot was in March, prior to his death. Payne had held the seat since 2012 and was preceded by his father, who held the seat for 20 years before also dying while serving the people of New Jersey in Congress. A special election will be held to replace Payne on July 16 and the Democrat field already has some dozen candidates seeking the office. New Jersey's 10th district spans Newark, Hudson, Union and Essex counties and has been held by a Democrat since 1947. Carmen Bucco won for the GOP.
